Question on how to perform certain maneuvers

Hi,

I am an old xbox player, recently started playing again on pc.

I seem to remember a move where the spy could be on a walkway with a railing, jump over the railing, and spin and grab on to the other side as he is falling. So you go from being on the path above, and jump into the position where you can pull the merc over in one movement.

I cant figure out for the life of me how to do it, does anyone know if this move is possible?
